Meeting Notice
The meeting was posted on the TRG website calendar and all three Facebook pages.
Declaration Review
The committee's homework was to review the Declaration. The committee worked through Section 16.10 on page 19 and identified the following items for Board discussion and clarification from Leland:
Page 5 / Sections 3.3–3.3.3: Clarification is needed regarding record keeping, 55+ status and potential tax implications, and whether Board approval is required when selling a home and how this relates to the estoppel process.
Page 14 / Section 13.6: Questioned how homeowners can be required to irrigate when they do not control the irrigation system.
Page 16 / Sections 15.1.7, 15.1.10 & 15.1.11: Recommended removing the irrigation requirement. Clarification is needed regarding lawn debris removal, enforcement costs, individual assessments, fines, and whether these provisions should apply differently to owners using or opting out of community lawn maintenance.
Page 17 / Sections 15.2.6 & 16.3: Questioned homeowner responsibility for sidewalk repairs and requested verification of approvals for existing homes that may be in violation.
Page 18 / Sections 16.4.1, 16.4.3 & 16.9: Requested clarification regarding vendor parking, vehicle weight restrictions and whether block parties are permitted.
Page 19 / Section 16.10: Committee felt the lawn décor provision should be revised to establish reasonable limits on the number and size of decorations and clarify how items such as solar lights are counted.
Additional Discussion
Guest Registration: Discussed requiring registration of guests staying beyond a defined period, regardless of age, to assist concierges with guest verification and age-restriction enforcement.
Tenant Background Checks: Requested clarification on what is included in required background checks, including age, criminal history and credit information.
Investor-Owned Homes: Discussed determining how many homes are currently owned by non-resident investors.
Irrigation/Rain Gauges: There was conflicting information regarding whether rain gauges exist. Clarification is needed regarding their location, maintenance and use.
Lawn Maintenance: The Contracts Subcommittee has requested a change to the mowing-height requirement because the current specification may be too short for the three types of grass on homeowner lots. No response from Darcie has been received as of this meeting.
Next Meeting
The committee will reconvene October 5, 2026, at 4:00 PM to continue reviewing the remaining pages of the Declaration.
Future meetings will address the Bylaws and Articles of Incorporation.
